Technically, government welfare, charity and disaster relief are not "socialist." You could have a socialist state that did very little charity work, or a capitalist state that did quite a lot (which lots of people think characterizes the U.S.).
The bottom line is that someone has to pay for all this, and that depends on a healthy economy. Economies that work on "capitalist" or "free market" principles tend to be more healthy.
